The complex was designed by Luka Tomanović and Nikola Dobrović and completed in 1969, in the bold modernist idiom that marks Yugoslav-era war memorials across the country.

A memorial ossuary holding the remains of fallen fighters and victims of fascism stands on the northern side of the grounds, and the wooded setting of Savinska Dubrava gives the place a quiet, reflective character.
